The second stage was oriented on elimination of hazardous child labour in agriculture, especially, cotton-growing. At the present time the third stage of the project is successfully implementing in tea- and tobacco-growing regions as Masally, Lenkoran, Astara, Lerik, Sheki, Zagatala, Gakh and Balakan.

The key objective of the project is to raise awareness of employers, engaged in agricultural sector, and other stakeholders on child labour as well as to actively involve them to the problem tackling and, thus, strengthening capacities of employers in the elimination of child labour.

To launch child labour combat, first, its scale and nature should be identified. From this point of view the ASK carried out the study in the cotton producing regions of Azerbaijan. Due to the current study national legislation and international legal regulations as regards child labour, scale and forms of child labour in cotton producing, its causes and effects, impacts on children’s health and education, child labour approaches and other issues were learnt. It was the first study on child labour exploitation in the commercial agriculture carried out in the republic.

Then, the ASK project team organized the fact finding mission to the tea and tobacco producing regions of the Azerbaijan Republic to assess scope of child labour in the tea and tobacco plantations of the country. During trips different meetings with employers, local executive authority representatives, teaching staff, municipality representatives, working children and their parents were held, cases of child labour exploitation in the tea and tobacco producing and situation with children’s health and education were learnt.

The three round table meetings were held in the cotton growing regions as Sabirabad, Bilasuvar, Imishli, Agjabedi, Barda, Beylagan, Ujar and Kurdamir in January - February 2006, and the four round table meetings in the tea and tobacco growing regions as Masally, Lenkaran, Astara, Lerik, Sheki, Zagatala, Qakh and Belakan. The ASK officials and project staff, local authorities, community leaders, employers, the representatives of media participated in the meetings. The aim of the meetings was to present the facts and findings obtained on child labour in the cotton, tea and tobacco growing regions, and thus to sensitize employers and other stakeholders towards child labour.

The ASK project staff has developed three training packages and a guidebook for employers to provide them with advocacy materials on the child labour issues, legal framework of child labour mainly ILO Conventions 138 and 182, national legislation on child labour and the legislative and ethical responsibility of employers towards child labour.
The three Training of Trainers were held within the framework of the project. The purpose of the courses was to establish a training team and provide the members with methodology and materials necessary for further conducting awareness-raising workshops among employers in the project areas. Training were conducted by the certified master/trainer and facilitated by the experts experienced in the medical and legal spheres. The ASK trainers’ team consisting of 22 members –trainers was established.

The 24 awareness-raising workshops were held for employers engaged in entrepreneurship in agriculture especially in the cotton, tea and tobacco growing. The aims of the regional workshops were to raise awareness of employers on the concept of “child labour”, risks and hazards for children in agriculture, the negative impact of agricultural work on education, health, physical and moral development of children, international norms and national labour legislation, also to give them recommendations and advices to eliminate the worst forms of child labour.
The workshops were conducted by the ASK training team members.

The purposes of two monitoring held by the ASK project staff to the project areas were to monitor the child labour situation at sites, to sensitize employers and other stakeholders towards child labour, to assess the results and impact of the project implementation. The monitoring group was in the cotton, tea and tobacco plantations, held a number of meetings with children and their parents, employers, local authorities and community leaders.

So, the National Confederation of Entrepreneurs’ (Employers’) Organizations of Azerbaijan Republic (ASK) jointly with the International Labour Organization held the Inter-regional Workshop on Sharing Experiences and Taking Action in Combating Child Labour Baku, Azerbaijan, 30-31 October 2008. The objectives of the Workshop served to generalize outcomes obtained, to discuss role and opportunities of employers and employers’ organizations to combat child labour, to learn good practices on child labour combating and, thus, exchange of views, to discuss child labour issues in the supply chain and the role of business and government, to assist employers’ organizations to design and implement strategies and action plans aimed at taking concrete action in addressing the problem. The Workshop was designed for decision-makers and technical personnel from employers’ organizations from Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Ukraine, Turkey and Uzbekistan.

Representatives from ILO ACT/EPM, ILO GENDER, ILO IPEC Programme, ILO Subregional Office, the government labour inspection bodies, trade unions, related ministries, State Committee on Family, Women and Children Affairs, OMBUDSMAN, Chairman of Social Policy Permanent Commission of National Parliament, ILO National Correspondent, business leaders of Azerbaijan, and representatives of mass media participated in the Workshop.
