State Program on realization of Employment Strategy of Azerbaijan
Republic (2007-2010) was approved The main objective of the State Program is provision of realization of priority directions forecasted in the Employment Strategy of Azerbaijan Republic (2006-2015) (approved by the President’s Decree from 26 October 2005) till 2011 on the basis of creation of political, economic, social and institutional conditions directed to the development of rational employment of population. Duties of the State Program are the following:
- improvement of national legislation base in concordance with international law norms on employment - improvement and institutional development of labour market - amelioration of labour force quality and creation of competitive cadre potential - provision of durable development directed to the guarantee of decent work - promotion of employment of socially unprotected groups of population - strengthening of social protection of job-seekers and unemployed. According to the Action Plan on realization of the State Program attraction of the National Confederation of Entrepreneurs (Employers) Organizations of Azerbaijan Republic (ASK) as all-Azerbaijan union of employers to implementation of the following measures is intended jointly with appropriate central executive authorities.
- preparation to the ratification of the ILO Convention no 155 “Occupational safety and health” - preparation of appropriate proposals on perfection of the Labour Code of Azerbaijan Republic in the area of conclusion and liquidation of labour contract between employer and employee, application of flexible working schedule and other matters on labour legislation - preparation of proposals on perfection of normative base in the area of occupational and technical safety - preparation and presentation to the President of Azerbaijan Republic of a draft law regulating obligatory personal insurance of employees on accidents and professional illness at a plant - determination and realization of measures on creation of structures covering organizational, information-consulting and other directions with the view of creation of favorable conditions for export operations of entrepreneurs on regional level - improvement of the activity of local coordinating committees on employment assistance and creation of all-Republic coordinating committee in order to increase efficiency of measures oriented to development of employment on territorial level - elaboration and realization of territorial social-economic development and employment programs considering on superiority of creation of new workplaces in non-oil sector, increasing of the quality of these programs and improvement of the control on their execution - regulation of such matters as determination of labour remuneration systems and rate of salaries in non-budget fields, ensuring of employment, vocational training of employees, retraining and advanced training in collective agreements (contracts) - realization of appropriate measures on development of types of national and popular creativity with the view of development of self-employment among women. Expected results of measures to be realized according to the State Program (2007-2010):
- improvement of legislation base on employment - creation of favorable conditions for qualitative amelioration of labour resources, increase of its competitive force and improvement of economic activity, adaptation of the activity of cadre preparation system, including vocational training and advanced training to the developing labour market requirements - formation of institutional environment directed to the development of labour market in regions - reduction of unemployment level - improvement of social protection of jobseekers and unemployed. |
